Welcome to the South Australian Single Employer Model (SEM) trial information page for doctors in training.
The Single Employer Model (SEM) is being trialled throughout regional and rural South Australia with the aim of attracting and retaining more doctors in communities that need them.
Under the Commonwealth initiative, GP and rural generalist trainees are offered a contract with a regional Local Health Network (LHN) as a salaried employee for the length of their training across primary care and hospital settings. This allows trainees to keep accrued SA Health Award entitlements.

About the Single Employer Model
Rural and metropolitan GP trainees generally need to leave public sector employment during required training periods in private general practice. This means they lose accrued employee entitlements enjoyed by salaried employees – this includes annual leave, sick leave and parental leave.
But under the new single employer model throughout the whole regional South Australia, rural generalist and GP trainees have the option of being salaried employees of SA Health for all or a part of their training in Modified Monash Model (MMM) areas 2 to 7.
The SEM has strong potential to attract and retain rural GP and rural generalist trainees by giving them certainty about location, income and working conditions such as work hours and on-call obligations.
It doesn’t replace existing employment models for rural generalist and GP trainees but is an attractive option for trainees who want the option of stable employment and the chance to settle into a regional community.
The Commonwealth is allowing SEM trainees to bill primary care services as an employee of SA Health through exemptions to section 19(2) of the Health Insurance Act 1973.
The Riverland Mallee Coorong Local Health Network’s (RMCLHN) Riverland Academy of Clinical Excellence (RACE) was the first to trial the model in regional South Australia. Since 2023, it can support up to 20 trainees at a time through SEM.
As of February 2025, the following regional LHNs are trialling the SEM:
- Barossa Hills Fleurieu
- Eyre and Far North
- Flinders and Upper North
- Limestone Coast
- Yorke and Northern
The SEM trial benefits rural and remote communities by creating secure training opportunities for GP/rural generalist trainees and in turn, better servicing communities that need them.

We believe this is a vitally important step forward to attract and incentivise medical graduates into general practice, particularly in the context of a Federal Government commitment for the development of General Practice Attraction Strategy.

Application Process
To be part of the SEM trial you will need to submit an Expression of Interest (EOI) for the regional LHN you would like to be employed by. You will still need to undertake the usual process for GP training through your GP college.
Note: The next EOI will open mid-2025 for the February 2026 intake.

The regional LHN will review your EOI and will set up discussions with both you and your college or preferred college (if you are not already a member) and explain how the competitive application process will occur. You should then be notified that a position is open for application. Position numbers are limited and vary between the participating local health networks.
