Introducing SEM

Both rural and metropolitan GP trainees generally need to leave public sector employment during their required training periods in private general practice. This results in GP trainees losing their entitlements and in particular, limited access to extended leave including parental leave. 

However, under the Single Employer Model, Rural Generalist and GP trainees have the option to have the same employer for all or a portion of their training when training in Modified Monash Model (MMM) areas 2 to 7. This means they’ll retain their employment entitlements which accrue over time, including sick leave and parental leave. 

A single employer model is therefore recognised as a potentially useful tool in attracting future rural GP and Rural Generalist trainees. It’s intended outcome is to give trainees certainty about location, income and working conditions such as work hours, on-call obligations, and leave entitlements including long service and parental leave.  

The model doesn’t replace current employment models for Rural Generalist and GP trainees; it’s in addition to existing options. Rural registrars will have a choice to opt in or not. 

These expanded SEM trials benefit rural and remote communities by creating secure training opportunities for GP/RG registrars, who will be able to complete their training under one employer across a range of local settings, and more easily accrue employment benefits.

We believe this is a vitally important step forward to attract and incentivise medical graduates into general practice, particularly in the context of the recent commitment at the Federal Health Minister’s meeting for the development of General Practice Attraction Strategy.

Application Process

To be part of the SA SEM trial you will need to submit an Expression of Interest (EOI) for the regional LHN you would like to be employed by. You will still need to undertake the usual process for GP training through your GP college.

The regional LHN will review your EOI and will set up discussions with both you and your college or preferred college (if you are not already a member) and explain how the competitive application process will occur.  You should then be notified that a position is open for application. Position numbers are limited and vary between the participating local health networks.
